Summary

A newsagent is a shop primarily selling newspapers, and magazines.

They normally sell a wide range of other convenience items e.g. cigarettes, pens, paper material such as copybooks, sometimes sweets, chocolates and even sandwiches, milk etc.

Use shop=kiosk for a similar shop in a little freestanding kiosk box, e.g. located in the middle of a square, or possibly for a very small box shop as part of a bigger building. A newsagent is a proper shop, so slightly bigger building or integrated into a bigger building.

Use shop=convenience for more general store type shops (may sell newspapers and magazines). A newsagent primarily sells newspapers and magazines.

Reasoning

shop=kiosk is is the closest tag we have at the moment, but a normal newsagent shop appearing in a row of shops cannot accurately be called a kiosk.
