Rationale
On the territory of Russia (and, i think, in other countries) are quite common types of parking lots, which can not be reflected with current values of parking=* in amenity=parking.
Why amenity=parking
- Because this is space in which to park a car or other vehicle.
- According to Tag:amenity=parking, only public parking lots should be tagged, but tagwatch shows usage amenity=parking with access=private. Mapnik and osmrender support this too.
Why not landuse=garages
- Very specific thing for first-level tag.
- May be small and placed into residential area.

Why not building=garage
- This is not a single structure, the complex can consist of hundreds or even thousands of buildings.
- May be located far away from home.
How To Tag
Usually only owners has access to this objects, so tag access=private should be added.

I approve this proposal.. With two exceptions: Landuse=garages and building=garage may be used aswell. This proposal is for construction and access, landuse for administrative assignment and building for layout. --Vovanium 08:58, 30 September 2009 (UTC)- I approve this proposal.. But I'd use singular not plural for the keys (parking=shed instead of sheds, box instead of boxes). so you can use it for single carparks as well. amenity=parking already provides parking=<type>, so I see this as an extension. -- Dieterdreist 09:46, 30 September 2009 (UTC)

- I oppose this proposal. - I agree with using parking=* tags, but I don't like most of the values. You shouldn't disregard existing tagging with parking=garages if there is no reason to do so, and there is no proper distinction between sheds and garages.
