A road is blocked by debris with or without ground. This might be for short or long time. Often used as first (temporary) step in blocking an abandoned road, or a road in construction.
How to map
Simply add the tag barrier=debris to a node where the debris is.
You should also add further tags to more fully specify what kinds of vehicle or foot traffic have reasonably unhindered access using access=*.
