This feature has been labeled as deprecated. The recommended replacement is: natural=scrub.
The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.

A shrubland is a a plant community where shrubs are the dominant vegetation. This is normally tagged as natural=scrub.

All uses of the tag landcover=shrubland without natural=scrub are in the Santa Monica mountains of Los Angeles, California, where the tag was added to imported leisure=park features.

The much more common tag for shrubland is natural=scrub, with natural=heath used for dwarf shrubs (heathland).

Also see leisure=garden and leisure=park for areas of shrubs which are a park or garden

See landuse=orchard for shrubs used to produce food (egg coffee, tea, fruits, nuts)
