winter service - maintenance

It would have been better instead of just setting up this page of the Key with the state of tags at the DB "as is" to create a proposal. This page is unhelpful for people who e.g. want to map "there is no winter service" since maintenance=no means (regarding this page) that the highway is completely unmaintained. Thus I created the proposal winter_service -- malenki 22:22, 11 May 2012 (BST)

describe details what is done to maintain a highway by its owners.
