Accuracy/Quality
Almost "National-Land Numerical Information based on JPGIS" is based on "Digital Map 25000" by Geographical Survey Institute (GSI) Japan. Files are in XML format and datum is Japanese Geodetic Datum 2000 (JGD2000) which is based on ITRF94 and GRS80.
ほとんどの「国土数値情報（JPGIS準拠データ）」は国土地理院の「数値地図25000」に基づいて作成されています。ファイルはXML形式で提供されており、測地系は世界測地系（日本測地系2000）を使用しています。

How to import data
Xml files, xmlschemas, codelists and specifications can be downloaded from the site, so someone who is familiar with xml could convert the data to osm file.
国土数値情報ダウンロードサービス(JPGIS準拠データ)からxmlファイルの他にxmlスキーマ、コードリストや製品仕様書をダウンロードすることができるので、xmlに詳しい人はこれらを使ってosm形式のファイルに変換できるかも知れません。
KsjTool(v1.5), a java program for conversion from KSJ2 xml file to shape format files, is also available.
国土数値情報のxmlファイルをshape形式のファイルへ変換するjavaプログラム、国土数値情報データ変換ツール(v1.5)も提供されています。
