The ice_road=yes should be set on highways that are ice roads. The highway=* should also be present on the way, and its value should reflect importance of the given highway.
Ice roads can be distinguished to long ice roads that run dozens and hundreds kilometers upon water, and ice river crossings that connect two on land highways on different banks of a river. The former are usually substituted by a ferry in summer. At this moment, these two types aren't distinguished in tagging.
