A coupure is a cut through a (flood)wall or a dyke that is readily closed if there is a flood. They provide through access for roads or railways. They are closed by beams, panels, or gates fitting against the surfaces of the coupure with sealing with rubber or material such as sand(bags).
How to tag
The coupure should be a way or a node tagged as barrier=coupure and, for routers, access=yes, as the way is barred only during flooding.
In the image below, an example of a coupure in a dyke is illustrated. The sides of the dyke opening are brick retaining walls. The coupure is both tagged as a way and node where the node is placed at the intersection with the road.
