Only use this tag if the first and main thing people would go to a place would be coffee - and it's not amenity=cafe already.

You could consider adding this to amenity=fast_food or amenity=restaurant.

In Canada 'Tim Hortons' is an example of a feature where some would look at it as a 'fast food place' Since the service is quick. However, it is not a 'Quick' as in the Belgium Fast-food outlets, where Hamburgers & French fries are the specialty. Hamburgers are sold at 'Wendy's' which is partially owned by Tim Hortons.

Since there is some Tim Hortons the 'Duncan Donuts' style or the 'Country Style Dohnuts'. Calling it a 'Cafe' would not be correct. As the Coffee is what Tim Hortons is famous for, not the dohnuts. A 'Starbucks' would be considered a 'Cafe'
