Railway=disused still preferred for tracks?

According to a review of usage at [[1]] and with [[2]], railway=disused is more than 5 times more used than any value of disused:railway on ways, and in the past 12 months (July 2018 to July 2019) twice as many railway=disused ways were added as disused:railway ways (10k vs 5k). This suggests that railway=disused is the preferred tagging. It may be reasonable to use railway=* for this feature rather than the disused:railway=* namespace, because a disused set of rails is still a set of rails. This is different than a feature like disused:amenity=cafe which is no longer a cafe at all if it is disused, but you can tag the vacant building=*. And disused rails are still useful for navigation, similar to a lightly=used spur or branch railway. --Jeisenbe (talk) 05:49, 31 July 2019 (UTC)

Disused stations

How to tag a railway, where only person traffic is closed down, i.e. the stations are "disused", but the tracks are still in use for goods transport? One might tag the station as disused:railway=station? And if only the station building is closed down (and locked), but persons are still transported? According to the German definition of "Bahnhof" (station), the station is still in use, even if there is no building, at least there are points (switches) and trains operating, thus it should not become "disused" in any of these cases.
