Reason
There's now at least highway=*, access=*, surface=*, barrier=*, tracktype=*, smoothness=*, sac_scale=*, trail_visibility=* (, incline=*) that all affect the "usability" of a way, but are considered insufficient for some cases.
Usability to mappers and data users
Tagging should be concise, self-explanatory and have powerful expression capability of the reality behind the data.
While it could be possible to tag for each and every possible user separately, it could lead to unfeasible amount of tags on many ways or missed information if the data user didn't know how to apply other user groups accessibility information:
- A pedestrian (normal healthy adult) foot=yes
- with high heels highheels=no
- with slippery shoes foot:slippery=no
- with a neck support foot:balance_impairment=no
- with age induced mobility impairment (could be your granny) foot:granny=no
- with an escort foot:granny:supported=yes

Conclusions
By deducing and from the table below and of those 26 example roads:
- some surfaces become slippery when wet - a problem or a barrier for some users
- some surfaces don't hold the weight sufficiently, especially when the pressure is high i.e. narrow wheels or high heels
- some users require smooth and particle-free surfaces
- limited ground visibility (grass) hinders use even when not really bumpy
- bumpiness is more of a comfort factor, until it affects the ground clearance (profile). Bumpy surfaces often have other characteristics that limit grannies, skaters or such.
