Proposal
Create a way to reference a wikidata item to a part of it mapped in OpenStreetMap.
Rationale
As the usage of the wikidata=* tag in Openstreetmap is surging, some problems are arising. The precise way of using this tag was never defined, and I think we should enforce a rule of A Wikidata item cannot be connected to more than one OSM item. This would give us several benefits with using this tag, and avoid having wikidata be used messy and unpredictably. But sometimes there is no reasonable way of containing a wikidata item in one OSM item. And if this rule is enforced, that means we would lose those connections. That's why we need the part:wikidata=* tag.
Problems with not enforcing the rule
- one is the problem of a partially downloaded database, where one is never sure if a wikidata item is fully downloaded unless the whole database is downloaded.
- we could get a flood of wikidata tags where one would, for example, tag every building in a town with the wikidata id of the town, because that building is a part of the town. Is that wrong usage? Well, if the above rule is not in place, I'm not sure.
- if a road segment has two road routes that are using it, then we should tag it as "wikidata=Q1234;Q5678". That means, if we want to find any wikidata id, we should be prepared for semicolons in the wikidata tag. This slows down any wikidata searches
- we can't enforce some rules like tag leisure=stadium can only be connected to something that is, or is derived from Q483110 (Stadium) in Wikidata because, if we tag all the parts of an entity, we can also tag a water fountain in the stadium, because that is a part of it.
Tagging
Any OSM entity that is a part of a Wikidata entity, for example, railway route Q277177, can be tagged as part:wikidata=Q277177 on all railway=rail objects. But if there is a way to connect the wikidata item to only one OSM entity, for example wikidata=Q277177 on a rail route relation, then the part:wikidata=Q277177 should be removed.
Applies to
Any reasonable[1] object that is a part of an entity in the Wikidata database. Excluded are Wikidata items that are already tagged with the wikidata=* tag.

- ↑ 1.0 1.1 Resonable means there are still a lot of objects that can't have all their parts tagged, for example tagging all parts of the continent Africa with part:wikidata=Q15.
