Proposal

A proposed tag to mark roads which are closed when wet.

Rationale

This is not really covered in the Conditions_for_access_tags which suggests that a speed limit could be reduced if the road was wet. This is an absolute - you don't use the road when its wet.

May be important for routing if and when various routing pieces of software can accept input on weather conditions.

The warning on this sign is very explicit.
