ArcBruTile (arcbrutile.codeplex.com ) is an extension of ArcGIS which uses the BruTile library to bring tiles into ArcGIS. This supports any TMS/WMS-C service.
Using with OpenStreetMap
OpenStreetMap's main tile server is a standard TMS (see also Slippy map tilenames) and so this extension lets you bring in OpenStreetMap tiles.
