Spelling
The proposal has been submitted to review (and approved) with the American spelling 'center'. But other tags are using the UK (and Canada) version until now. To keep consistency, the proposal has been renamed 'community_centre'. http://en.wikipedia.org/wiki/Community_centre
Proposal
Define a tag for a public facility in towns and villages which is mostly used by local associations for events and festivities. Normally it can also by used for private or commercial events.
The Community Center is owned and provided by the local government. But it is not used for administration or government purposes. So do not mix it up with the "townhall".
In Germany we call it "Bürgerhaus" oder "Dorfgemeinschaftshaus" (in smaller village) or "Stadthalle" (in bigger towns). Allmost every village or town in Germany has such a Community Center. So it is a very important POI.
Rationale
If you want to visit a festivity in an other town it is important to know where the community center is located. In the moment the Community Centers are tagged as amenity=public_building which is much to generic if you are looking for the Community Center.
Tagging
This is different than an amenity=arts_centre
amenity=public_building is the more generic form of a community centre
