The place=locality tag can be used to name an unpopulated place which is not associated with any extant feature to which such a tag could be associated. For populated places see place=*. For a name that is associated with a natural or physical feature it is normally better to add a name=* to the element that describes that feature. As more and more feature are taken into account in the agreed tag guidelines, the number of "localities" should decrease.
Currently [early 2012], nearly three quarters of the items using this tag came from Spanish NGBE data.
