How to Map
Simply add the tag barrier=bollard to a new node positioned where the bollard is.
By default access=no, foot=yes, and bicycle=yes is implied. If that isn't true, tag who can pass the node explicitly. Always place an 
bollard before a junction node unless it affects all traffic across the junction in all directions. Rows of bollards can be represented as 
s. If rows of bollards are laid across area=yes highways, make sure they share nodes with what they block since routing happens at the edges of area highways at present.
The bollard's type can be expressed in more detail by adding a bollard=* tag with an appropriate value.
