Good Morning.

I would like to make use of the data sets that the ACT Government has 
released under a Creative Commons by Attribution licence in 
OpenStreetMap (http://www.openstreetmap.org/). OpenStreetMap is licensed 
under the ODbL (http://opendatacommons.org/licenses/odbl/) which means 
that before a CC-BY licensed data set is used the rights holder needs to 
explicitly state in writing that credit on the Contributors page is 
sufficient to fulfil the attribution requirements, including downstream 
use in works derived from OSM.

The attribution in OpenStreetMap would be primarily in the form of a 
listing on the Contributors page eg:

https://wiki.openstreetmap.org/wiki/Contributors#Australia

Additionally each upload of data can be tagged with an attribution such as:

http://www.openstreetmap.org/changeset/45552889

and individual components in the database can also carry attribution eg:

http://www.openstreetmap.org/way/465612642

The last two forms of attribution rely on good practice from all 
OpenStreetMap mappers and there is no requirement placed on the 
downstream users of OSM data to propagate these. As a result the only 
attribution that can be relied on is the one on the Contributors page.

A number of Commonwealth and state government departments have already 
granted OpenStreetMap permission under these terms eg:

Hi Blair,

I am writing to find out if you have had a chance to look at my email of 
the 2nd February.

Before we can use ACT data in OpenStreetMap we need an explicit yes that 
the listing on the Contributors page will meet your requirements for 
appropriate credit.

The other thing I need is guidance on how to interpret the requirement 
in the data terms of use to provide "a notice that refers to these terms 
of use, including disclaimer". Does this mean that this listing:

https://wiki.openstreetmap.org/wiki/Contributors#Australian_Capital_Territory_Government_data

meets your requirements? Or do you want some part of the data terms of 
use text repeated along with a link to the terms page?
