Copy content from a business website
We can browse some information of shops or facilities on the public website. This page shows the availability of those information for OSM.
From an official website
Many companies or organizations have their official website and some information is shown there. For example, a supermarket store chain TESCO shows some information of their branches like:
- branch name
- address
- phone number
- opening hours
These contents are available for OSM.
Rationale
Address, for example, is fact data. And facts are not copyrightable.
Many websites have "terms and conditions" and in many cases they restrict to copy content of their websites. However facts are not copyrightable and these claims are misleading.

Note
Collections of facts obtained with "substantial investment" is protected under the database law. However it's hard to think a retail store chain could successfully argue that it makes a "substantial investment" in maintaining a list of its own stores' hours.
From a review website or a map service
We can browse the shop data of TESCO on "Google Maps".

We must not copy from other sources like phonebooks/Google Maps that aggregate results about other businesses.
Rationale
Any effort of a third party gathering information about others should for safety be considered substantial.
