The best practice would be to merge this item with network=US:TX:PA (Q21323), but Special:MergeItems is only accessible to users in the "Data administrators" group. Yurik, can you merge the items? You are probably right that merging is probably the better route (does it just do a redirect?). If it would be preferred to merge duplicate items, we may want to document that on the main wiki data item page. I want to say User:Tigerfell recommended using the delete template when I first started finding/looking for duplicates, but that is on a now deleted wiki data item discussion page. @Minh Nguyen: you really should just apply to become the data admin, perhaps with a few other users who have been very active with data items and have a good grasp of wikibase concepts. See list of bureaucrats who can grant it. --Yurik (talk)
