Just like the key ref:bag=* This key contains the reference number (ID) from the BAG database containing addresses and buildings in the Netherlands. ref:bag:old is used when the object does exist no longer according to the BAG database, but still exists on the ground.
One can look up the record in the database using bagviewer.kadaster.nl (dutch). Note that this website requires 16 digit ID's for buildings, append a zero (or two) in front of the ID when necessary.
