This is a new key being used, probably only temporarily, to help with the road classification process in the U.S. state of Minnesota. The short explanation for this key is that it is used on some ways that are part of larger routes that are being considered to become trunk highways. It is sparsely used so do not expect to filter on this key and find all ways that will be modified.
Values correspond to a proposal being discussed in the #local-minnesota slack channel.
