construction_date=* is one of several keys to indicate the date the construction of the feature was finished.
Usage is similar to the more popular start_date=*, however, construction_date=* has the advantage that it unambiguously refers to structures (e.g. building=* and not other amenities on the same object like a shop=*.
Formatting
Usually the date is written in YYYY-MM-DD format according to 
ISO 8601. It is based on the Gregorian calendar.
In the vast majority of cases only the year is given.
