Number of house holds in a village/town/city is collected as part of Census information by India (ref censusindai.gov.in). It gives an approximate (not actual or exact) idea of the number of houses/buildings to be expected in the village. This information helps fix village location when its approximate location is known.
Most Indian village maps give only approximate location of a village (off by 3 to 4 kilometers). A village can be any of half a dozen or so clusters of houses in that location range. Number of house holds helps narrow down the actual location of a village as villages with larger value for households generally also have a larger number of houses.
households value is a positive integer number.
