The (lowercase) rfr key is used with the value (lowercase ) yes to confirm the features of interest to Richmond BC Fire Rescue. The only valid value for the rfr key is yes (in lowercase).
Note that tagging "features of interest" to some specific organization with special tag is highly suspect and should be avoided. This tag is dubious, unverifiable and problematic.
