 | the exact meaning and requirements of this tag are unclear. It was introduced as part of the abandoned proposal that introduced smoking=*, which is now the de facto way of tagging whether smoking is allowed on facilities or properties. If smoking is completely disallowed somewhere (inside and outside), use smoking=no. |
If a place is completely smoke free, you can tag smokefree as a quality mark:

Default tagging
It is not necessary to tag a smoking status that is already a national or regional law. Tagging of boundary relations is discouraged.
