"thw" stands for "Technisches Hilfswerk", a civil defense and disaster response organisastion in Germany. "lv" stands for "Landesverband", which translates to something like "federal state association". That is the name of one of the organisational units of the THW. While Germany is organised into 16 federal states (admin_level=8), the THW consists of 8 Landesverbände. In the tag thw:lv=* the coresponding Landesverband is specified for each organisational unit of the THW that is subordinate to a Landesverband.
