This feature has been labeled as deprecated. The recommended replacement is: semicolon-separated (;) values in traffic_sign=*, or comma-separated (,) values.
The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.

The keys traffic_sign:2=*, traffic_sign:3=*, traffic_sign:4=* etc. were used to indicate traffic signs if multiple traffic signs are in the same place.

This tagging style is effectively considered deprecated. Usage of these keys has abruptly stagnated since 2015[1], contrary to the continued rise in popularity of tagging traffic signs in general[2].

The documentation on tagging traffic signs currently recommends the alternative of using semicolon-separated (;) values in traffic_sign=*, or comma-separated (,) values if the traffic signs are related.
