INTRODUCTION

Background

Kigoma region is one of Tanzania's 31 administrative regions, with its capital at the city of Kigoma. According to the 2012 national census, the region had a population of 2,127,930. It is also the sixteenth most densely populated region with 57 people per square kilometer. The region’s main economic activity is agriculture (subsistence farming). Kasulu district is one of the six districts of Kigoma region, Tanzania. It is bordered to the north by Burundi, to the east by Kibondo district, to the south by Uvinza district, to the west by Kigoma district and to the northwest by Buhigwe district.

Manluku Youth Development Initiatives Tanzania (Mydia-TZ) (http://www.mydia-tz.or.tz/ | https://envaya.org/manluku ) is a non-profit organization that works to provide opportunities to empower young people to create positive change through education, livelihoods, and health (WASH, SRHRs, Nutrition) in Tanzania.

Problem:

As it is in many other places of Tanzania, the community in Kasulu district still faces some challenges in accessing important information and services from service providers. On the other hand, agencies lack a good way of getting feedback from the community/services users on how they perceive and if they are satisfied or not with the services given to them. Most of the community members lacks important information and doesn't know respective government offices/private agencies where to access social services. Most of the marginalized groups like women and children doesn’t know where to go for help when they get social challenges/problems. However, the few that has gone to school still lacks necessary knowledge and skills on how to use digital data collection tools like GIS and Kobo Collect to gather important information that would be useful in development planning.

What motivates you to work on this issue?

The project would like to bridge this gap by introducing a "Community - Based Help Desk" for five wards of Murusi, Murubona, Mwilamvya, Kigondo and Kabanga at Ward Executive Officer's (WEO) offices of Kasulu town council, that will be like focal point for solving malt-problems in the community.

This project will enhance the community to get appropriate service through a community based Help desk. Community members would come at the Help desk with complains, asking for relevant information, seeking assistance like legal assistance, be directed/referred to respective institutions like police stations, hospitals, district council’s offices or at private agencies to get appropriate services; and in turn get feedback on how they were helped.

At all these stages, Mydia-tz through WEOs will be collecting and documenting information digitally (through Kobo Collect - including GPS points and photos), and make analysis weekly and monthly to identify the most challenging issue (s) in the community and share reports to respective bodies like government and other development partners/donors. All collected Data will be shared at OSM platform.

However, the project will also involve a five days training for WEOs, VEOs, District Planers, Engineers, ICT people (from both Government and private sector) and other Local Government Officials on how to develop and use these digital tools (GIS and Kobo Toolbox) for Data collection and mapping.

The community has expectations, there are some who thinks they will find services or goods like food items and home utensils at the Help Desk. Lack of their expectations would slow them down attending at the help desk.

To over-come this, Mydia-tz has planned to host a “community outreach program” at project launch/opening event that will bring in medias (Radio kwizera and Kasulu TV) to sensitize on what exactly the Help Desk will do to help the community access necessary services from respective institutions/service providers. This will help to clarify on what the Help desk does and its importance to facilitate accesses to services and protection. It will also ensure sustainability of the program, as community members will already know what the Help desk can do and what it cannot in terms of services provision.

The project will be sustainable because it will direct involve the local community, local government/community representatives, key staffs like Engineers, Planners, Statisticians and ICT people. After three months of the project implementation, the trained WEOs will continue attend the community members and collect Data, as they will still have the knowledge and devices (Tablets) to facilitate Data collection.

However, the trained WEOs, Engineers, Planners, Statisticians, ICT focal persons from both the Government and private sectors will continue to be trainers for the rest of their colleagues who they get in touch or work together so as the knowledge is transferred to other people.

The main aim of the project is to enhance community protection and sustainable access to social services.

Specific objectives:

1. Improved access to services like Health, Water, Gender issues, Legal issues, Agriculture and Education for the Kasulu town council community members, through introduction of a “Community Based Help Desk” after the project implementation.

2. Improved knowledge and skills on development and use of digital data collection tools like GIS and Kobo Collect to key staff like Engineers, Planners, Statisticians, WEOs and ICT personals, through trainings and Data collection using Tablets/Phones.

The project will use a mobile based Data collection tool (Kobo Collect) installed in the five Tablets for the five Wards Executive Officer/representative from the respective office. Data will be collected offline, and then uploaded to the server when internet is ON.

The Mydia-tz Data Analyst (and Trainer) will then download and make analysis of the Data for visualization and report production. Reports will then be shared to the Government for actions, and other development stakeholders for planning issues. Upon request, Mydia-tz will also be able to share the raw Data

Explain how you plan to share your stories

Mydia-tz will share reports with different stakeholders including the government (Kasulu TC and Kasulu district especially), current partners and donors and upload the same on the website. However, during launching of the project, the medias like Radio kwizera and Kasulu TV will help in publishing the work intended to be done by the organization/Mydia-tz and our donor. During project implementation photos and video clips will be shared on Mydia-tz’s two websites, Mydia-tz Instagram page, Mydia-tz Facebook page, Mydia-tz tweeter page and Mydia-tz page on the CAC partner’s workplace.

The primary data user will be the "Kasulu town council" and "Kasulu district" government. Data and reports produced will help the District Executive Director identify respective department(s) with challenges in serving the community, and help him/her to make appropriate follow up. However, the Data will also help respective "Ward Councilors" to know the most prominent problem in his/her respective ward that should be presented in the "Full Council's meetings" for solutions.

The secondary data users are Mydia-tz partners and Donors and other organization/private sector agencies working in he community like UNHCR, World vision and Water mission who would like to know what is happening on the ground, and the most challenging problem in the community and give it priority in case of availability of funds or in future planning. Other organizations will have the right to own the Data.

The Data will also be shared on the OSM platform for any member to access.

Inclusion

How will you ensure that your project activities will consider gender/children?

(Please describe how you will engage women/girls and school children in your project activities. The main aim of the Help Desk is to help marginalized illiterate, poor and those who can’t easily access diriment services be helped to access the same. The project will work with marginalized groups, women and children who faces different challenges in the community, for unlimited number of them depending on their daily attendance at the Help Desk.

Women facing gender violence, children facing child abuse and protection issues, People with Disabilities/People with Special Needs (PWDs/PSN) who faces discrimination and un-equal resources allocation or distribution will be the major target of the project, to help them easily access the services they want through a "Community Based Help Desk".

The trained community representatives like WEOs, Engineers, Planners, Statisticians, ICT focal persons from both the Government and private sectors will continue to be trainers for the rest of their colleagues and community at large who they get in touch or work together so as the knowledge is transferred to other people. However, as these key staff like engineers will be practicing using these tools like GIS for mapping in their field works, then it will be very easy for them to transfer the same knowledge to other staff/community members.

Mydia-tz works with local communities in its project implementations. The organization has an established relationship with the community and the Local government of Kasulu district.

The project will be implemented by Mydia-tz, through its lead project officer, Data analyst and 5 community based incentive staff (Ward Executive Officers - WEOs or their representative from their offices). The WEOs will be trained to use the Mobile Data collection "Kobo Collect" to record details of the community members who will be attending the help Desk.

Mydia-tz expects to use the Data, as a current need assessment for the community to reach the existing and other new partners/Donors for proposals on solving the most challenging issue in he Kasulu Town Council community.
