Les germes de la communauté OSM tunisienne ont commencé à pousser dès 2008 avec la création d’un groupe d’échange entre les contributeurs sur facebook puis d’une page wiki Tunisie, d’une mailing liste en 2009. A l’époque la carte était très sommaire( La capitale Tunis, était représentée par un POI. Quelques routes principales. Les autoroutes et les routes nationales n'y étaient pas). Plusieurs contributeurs locaux ont avancé petit à petit sur la carte.
Après la révolution tunisienne de 2011, la mobilisation de communauté qui, a coïncidé avec les aspirations à la transparence de la société civile, était l’occasion de numériser les différents niveaux de découpages administratifs. Par la suite, plusieurs Carto Party ont eu lieu en vue de mapper des équipements (barrages par exemple) ou des aires géographiques déterminées (Hay Tadhamen, Douar Hicher, Mourouj 2, Kabbaria...). La communauté a choisi de développer ses activité dans l’informel pour éviter les enjeux politiques liées à l’appropriation de cette dynamique. Récemment, certaines associations tunisiennes se sont de plus en plus investies dans le champ du mapping en contribuant à enrichir la base de données géographique OSM (International Alert,Tunisie Recyclage, Cartographie Citoyenne, Génération Anti Marginalisation...).
The seeds of the Tunisian OSM community began to grow in 2008 with the creation of an exchange group between contributors on facebook then a Tunisia wiki page, a mailing list in 2009. At the time, the map was very basic (The capital Tunis, was represented by a POI. Some main roads. Motorways and national roads were not there). Several local contributors have gradually advanced on the map.
After the Tunisian revolution of 2011, community mobilization which, coinciding with the aspirations for transparency of civil society, was an opportunity to digitize the different levels of administrative divisions. Subsequently, several Carto Parties were held to map equipment (dams for example) or specific geographic areas (Hay Tadhamen, Douar Hicher, Mourouj 2, Kabbaria ...). The community has chosen to develop its activities in the informal sector to avoid the political issues linked to the appropriation of this dynamic. Recently, some Tunisian associations have become increasingly involved in the field of mapping by helping to enrich the OSM geographic database (International Alert, Tunisia Recycling, Citizen Cartography, Anti Marginalization Generation ...).
What do you need the grant money for?
We want to understand what you plan to buy, how much you plan to buy, and why this will help you to scale your community mapping efforts. There are two tables for you to fill in your response, and you may add more rows as needed. Some examples are in the table for your reference. You are welcome to use a different format in your response, but please make sure to include these details.
Au cours des deux dernières années, l’association Cartographie Citoyenne s’est impliquée activement dans le mapping sur Openstreetmap. D’une part, la donnée géographique s’avère indispensable pour développer des analyses socio-économiques autour du développement urbain et ses répercussions sur les droits, d’autre part, enrichir la base de donnée géographique ouverte rentre progressivement dans notre action militante comme l’un des moyens de démocratiser l’information et la connaissance. Nous avons toujours collaboré avec des acteurs locaux pour réaliser le mapping : c’est la meilleure façon de renforcer l’appartenance au territoire et de garantir une fiabilité des données géographiques collectées, tributaire de la connaissance des lieux.
Au niveau de la carte tunisienne, les routes sont pour la plus part dessinés. Ce qui constitue encore un chantier, c’est la cartographie des bâtiments et des équipements ainsi que le renseignement des détails (nature, nomination, adresse). L’État ne dispose pas de base d’adresse nationale, d’où l’enjeu de remplir la carte dans l’absence de données publiques.
La collaboration avec l’association Génération Anti-Marginalisation pour le mapping de Kabbaria était réussie au vu des moyens techniques et logistiques mis à disposition. Les membres se sont mobilisés sur terrain pour noter les adresses sur des cartes en papier puis se sont réunis les renseigner sur Openstreetmap.
A travers cette expérience, nous réalisons que les activités de mapping auraient pu être réalisées en moins de temps et avec plus d’efficacité si on disposait de GPS et si on avait développé une plateforme qui répartit le travail (tasking manager) interactive ouverte à tout contributeur potentiel
Le financement objet de cet appel renforcera les capacités techniques et logistiques de l’association Cartographie Citoyenne et ses partenaires de la société civile en premier lieu, et de la communauté en général.
Dans le contexte du COVID-19, le confinement ne permet pas de réaliser des évènements présentiels. Ce qui nécessite une bonne connexion internet chez l’ensemble des participants afin de les rassembler en visioconférences, le cas échéant. En outre, les participants auraient à se déplacer dans des aire géographiques limités en respectant les mesures préventives en vue de réaliser les levées cartographiques. Ce qui nécessite des GPS afin de faciliter la tâche et de rendre l’activité moins demandeuse en temps et en énergie. Une part importante du budget sera consacrée au développement de la plateforme (tasking manager) qui permettra à tous ceux qui le souhaitent de lancer des projets de mapping en Tunisie sans aucune contrainte tout en étant supervisés. Cette plateforme est une tentative de rendre plus libre et plus ouvert le mapping collaboratif assisté. Il est envisagé de de publier cette machine sous licence libre GNU-GPL.
L’extension urbaine des grandes villes (notamment Tunis et Sfax) tunisienne est galopante. L’État est en marge de cette évolution qui le dépasse. Cartographie Citoyenne essaie de suivre cette extension urbaine surtout dans les périphéries et les milieux populaires à travers le mapping sur Openstreetmap.
During the last two years, the association Cartographie Citoyenne has been actively involved in mapping on Openstreetmap. On the one hand, geographic data is essential for developing socio-economic analyzes around urban development and its repercussions on rights, on the other hand, enriching the open geographic database is gradually becoming part of our militant action as the 'one of the means of democratizing information and knowledge. We have always collaborated with local actors to carry out the mapping: it is the best way to strengthen the belonging to the territory and to guarantee a reliability of the geographic data collected, dependent on the knowledge of the places.
At the level of the Tunisian map, the roads are mostly drawn. What is still a work in progress is the mapping of buildings and equipment as well as the provision of details (nature, appointment, address). The state does not have a national address base, hence the challenge of filling in the card in the absence of public data.
The collaboration with the association Génération Anti-Marginalisation for the mapping of Kabbaria was successful given the technical and logistical means made available. The members mobilized in the field to note the addresses on paper maps and then met to provide them with information on Openstreetmap.
Through this experience, we realize that the mapping activities could have been carried out in less time and more efficiently if we had GPS and if we had developed an interactive tasking manager that is open to everyone. potential contributor
The funding that is the subject of this call will strengthen the technical and logistical capacities of the Association Cartographie Citoyenne and its partners in civil society in the first place, and the community in general.
In the context of COVID-19, confinement does not allow for face-to-face events. This requires a good internet connection for all participants in order to bring them together in videoconferences, if necessary. In addition, participants would have to travel within limited geographic areas, respecting preventive measures in order to carry out cartographic surveys. This requires GPS to facilitate the task and make the activity less time and energy consuming. A significant part of the budget will be devoted to the development of the platform (tasking manager) which will allow all those who wish to launch mapping projects in Tunisia without any constraint while being supervised. This platform is an attempt to make freer and more open collaborative assisted mapping. There are plans to release this machine under the GNU-GPL free license.
The urban expansion of large Tunisian cities (notably Tunis and Sfax) is rampant. The state is on the sidelines of this development which exceeds it. Citizen Cartography tries to follow this urban extension especially in the outskirts and popular circles through the mapping on Openstreetmap.

- Créer une plateforme libre de contribution assistée (Tasking manager) qui sort des standards existants et qui ouvre pleinement le champ à tous le contributeurs OSM en tunisie (personnes morales ou physiques) de créer des projets de mapping sans contrainte tout en étant supervisés.
- Garantir une meilleure qualité et un volume plus important de mapping grâce aux GPS trackers qui seront mis à la disposition de la communauté OSM tunisienne.
- Former des bénévoles à enrichir et à actualiser la base de données géographique OSM.
- Organiser un mapathon en collaborant avec des associations locales et des personnes motivées.
- Sensibiliser sur l’importance des outils libres dans le but de démocratiser le savoir et le savoir-faire.
- Create a free platform of assisted contribution (Tasking manager) which goes beyond existing standards and which fully opens the field for all OSM contributors in Tunisia (legal or physical persons) to create mapping projects without constraint while being supervised
- Guarantee a better quality and a higher volume of mapping thanks to the GPS trackers which will be made available to the Tunisian OSM community.
- Train volunteers to enrich and update the OSM geographic database.
- Organize a mapathon by collaborating with local associations and motivated people.
- Raising awareness of the importance of free tools in order to democratize knowledge and know-how.

Nous recevons un fonds de la part de la fondation Rosa Luxemburg à hauteur de 26996,15 Euros durant l’année 2020 pour un projet de cartographie défendant les droits économiques, sociaux, culturels, environnementaux et politiques. Nous gérons également un fond reçu de la part de European Endowment For Democracy à hauteur de 50076 euros de mi 2019 jusqu’à à 2020 pour un projet de cartographie au service de l’action citoyenne.
We receive a fund from the Rosa Luxemburg foundation up to 26,996.15 Euros during the year 2020 for a mapping project defending economic, social, cultural, environmental and political rights. We also manage a fund received from European Endowment For Democracy up to 50,076 euros from mid 2019 until 2020 for a mapping project in the service of citizen action.
