The New York State GIS Clearinghouse is a big dataset that includes administrative boundaries, cadastral, parks, emergency response, address points, and other data for New York State.

DEC Data

The New York State Dept. of Environmental Conservation (DEC) has data for a number of features listed on the NYS GIS Clearinghouse's DEC page. These include park and conservation area lands that have already been imported into OSM, as well as road/trails, points of interest (campsites, parking, toilets, etc), and more. The metadata for these files indicates that "1. Data may NOT be distributed outside DEC without permission by the Division of Lands and Forests, GIS Section. 2. The NYS DEC asks to be credited in derived products. 3. Secondary distribution of the data is not allowed." From the talk-us mailing list it appears that permission has been requested and granted for at least a sub-set of this data.

Legal

The data set has a long and complicated legal history, as described by User icon 2.svgke9tv (on osm, edits, contrib, heatmap, chngset com.) in his diary entry.

Permission to use SAM Address Points

On 17 July 2020, System-users-3.svgDead10ck (on osm, edits, contrib, heatmap, chngset com.) was given explicit permission by a GIS officer via email to use the SAM Address Points in OpenStreetMap.

We would very much like the SAM address points to be included in Open Street Map. The permitted use of the points is quite simple. You may use the points for any lawful purpose.

For public verification purposes, the raw .eml file is hosted here.
