Eastern University, Sri Lanka is the legal entity to obtain the booster grant and the booster grant’s finances will be administrated through the University Committee. This Booster Grant is granted by Open Mapping Hub - Asia Pacific beginning of January 2023. This booster grant project aims to support mapping activities to disseminate the knowledge on OSM/Open mapping national wide and thereby uplift the OSM Sri Lankan community. The total amount of the Booster Grant is $25,000.00 which will be utilized based on the project plan as below;

Facilitating Team

The facilitating team will be work as coordinators and team of facilitators for technical Guidance and resourcing in the internal and external OSM interventions as well as supporting the mapping process in the selected GN division and virtually being in the OSM help desk.

OSM community has advertised the open message in the social media as interested facilitators can be joined in the Booster Grand Team, based on the interested people accepted the request that OSM Sri Lanka has selected and the team member of the booster grant has been selected by the Eastern University with the help of OSM Sri Lanka.

Proposed and Approved action plan to promote Open mapping under the grant

 I. Conducting Basic and Advanced OSM workshops In Eastern University, Other Universities and selected government sectors. Workshops will be organized in collaboration with other facilitators of local Universities. Students and staffs exchange form different universities to build the community is planned.  Workshops will be conducted at Eastern University, Sri Lanka or at other Universities. Students from Eastern University will travel to other university or students form other universities can visit to the Eastern University, Sri Lanka to participate in join workshops. And also Workshops will be organized in collaboration with government organizations such as Disaster Management Center, District Secretariat and Department of Irrigation etc. to develop geospatial data required by them and introducing the open mapping environment.  

Conducting advanced OSM / open mapping workshops with other Universities/ Government Sector/ Non-Government Organization. For those who are already familiar with basic mapping techniques, advanced methods, trouble shooting, data quality matters etc. will be introduced.

Cost of meals/ transport/ accommodation/ workshop material/ internet connectivity will be supported via the grant


  II. Geospatial Mapping of selected DS/GN division (Eravur Pattu)

A.   Open Mapping training to Eravur Pattu DS Division of the government officers.

B.    Open mapping (Mobile application) awareness workshop for community (Famers, fishermen and Disaster Management committee)

C.    Develop the geospatial data for Eravur Pattu DS Division

D.   Prepare GN Divisions map of Eravur Pattu DS Division with OSM interface through community enhancement program of Eastern University, Sri lanka.

Trained students from universities, staff from government sectors, and community members will be asked to map selected DS/GN divisions in their area.

Cost of meals/ transport/ accommodation/ material/ internet connectivity will be supported via the grant.


III. Establish an open mapping helpdesk with a Research Unit at the Eastern University and leading Research and Development

An Open Mapping Helpdesk will be established at the Eastern University, Sri Lanka which will support the OSM mapping activities. The helpdesk will network with individuals who like to continue as trainers identified based on the participation of other workshops and offer support/seminars. Activities to continue the networking with government, other Universities etc. will be organized (Friendly mapping challenges, mapping activities, research etc.). Eastern University students (Special Degree in Geography) will take the leading role in this helpdesk. Mappers from the open mapping helpdesk will be leading to focus the local and national research activities especially in open mapping, Disaster Risk Reduction, Development etc.


IV. Incorporate OSM into existing Geography Curriculum

  • Curriculum review process
  • OSM GIS short course for outsiders
  • Develop the curriculum as open source web based application and incorporate into existing B.A Hons Degree Program in Geography. 
  • GIS as a non-credit subject for all students in other faculties.

Our Success Story still now

Story of Booster Grant Project- Sri Lanka on 30.10.2023

OSM Sri Lanka, OSGeo Sri Lanka, and The Eastern University, Sri Lanka, had initially planned to organize the SOTM Asia Conference 2020/2021 in Sri Lanka. Unfortunately, due to the challenging circumstances arising from the COVID-19 situation, the event could not be executed as planned. Subsequently, the OSM Sri Lanka community and OSGeo Sri Lanka members engaged in discussions with Open Mapping Hub Asia Pacific to initiate the OSM national dialogue and disseminate OSM knowledge through an awareness program.

During these discussions, Open Mapping Hub Asia Pacific proposed initiating the Booster Grant project in Sri Lanka. However, OSM Sri Lanka faced a challenge as it was not legally registered to receive the funding required for project implementation. In response to this, Mr. S. Suthakaran suggested directing the Booster Grant to Eastern University on behalf of OSM Sri Lanka and OSGeo Sri Lanka members.

The local community, represented by Open Mapping Hub Asia Pacific, then approached Eastern University to legally accept the grant on behalf of OSM Sri Lanka. Following discussions with the Eastern University Legal Services (EULS) team, the Booster Grant was successfully obtained, facilitating the implementation of the project.

We were fortunate to secure a grant from Sri Lanka to advance our OpenStreetMap (OSM) activities. Mr. S. Suthakaran's dedicated efforts, combined with a formal justification from Eastern University, played a pivotal role in successfully acquiring this fund. The agreement formalizing this arrangement was signed on December, 2022 between the Vice Chancellor of Eastern University, Sri Lanka, and the Open Mapping hub Asia-Pacific team.

Following this achievement, it was collectively decided that Eastern University, Sri Lanka, would serve as the legal entity to obtain the booster grant. The financial management of the booster grant would be overseen and administered through the University Committee. Subsequently, a decision was reached to have the activities funded by the grant guided by a facilitating team jointly chosen by the OSM community, the Open Mapping Hub Asia Pacific, and the Humanitarian OpenStreetMap Team.

Following this decision, a facilitator team was carefully selected. This team of facilitators is tasked with coordinating and providing technical guidance and resources for both internal and external OpenStreetMap (OSM) interventions.

Additionally, they are actively involved in supporting the mapping process in the selected GN division and offering assistance virtually through the OSM help desk. This was how the initial basement was done by us for the Booster Grand Project.

This project, valued at $25,000, commenced with our first transaction of $2,500, marking the beginning of our journey. On February 6, 2023, we officially launched our project with a ceremonial inauguration. The event garnered participation from both national and international attendees who played a pivotal role in initiating the project. The distinguished participants included:

Every project is driven by a purpose, and upon examining the motivation behind this initiative, a notable gap exists in the availability of a comprehensive geodatabase within the Sri Lankan context. Furthermore, the accessibility to databases from the Survey Department of Sri Lanka is constrained, given their incomplete nature and the associated costs. This restriction limits access for everyone. Simultaneously, knowledge regarding OpenStreetMap (OSM)-based mapping is primarily concentrated at the university level, failing to effectively reach the broader community. Notably, the involvement of women is hindered by a lack of awareness.

Additionally, challenges such as software limitations, high internet costs, coverage issues, language barriers, and coordination difficulties further compound the complexities of deploying this application at the community level. Addressing these challenges is integral to ensuring the success and inclusivity of the project. Based on this problem, we prepared our work plan for the booster grant project as below:

  • Conducting basic and advanced OSM workshops at Eastern University, other selected universities, and selected government sectors
  • Geospatial mapping of selected DS/GN divisions (Eravur Pattu)
  • Establish an open mapping helpdesk with a research unit at the Eastern University and lead research and development.
  • Incorporate OSM into the existing geography curriculum.

With these aims, our target project outputs are:

  • Approximately 100,000 buildings, 100 kilometers of roads, 500 points of interest, and 75–100 km of waterways are to be mapped.
  • And increase the number of members (approximately 50 to 100) in OSM Sri Lanka.
  • Increase the OSM contributors (approximately 500 to 1000) in Sri Lanka.
  • Preparing GN Division maps A0 (approximately 150) for selected DS Divisions will be handed over to relevant government officers.
  • Creating an open-access web-based geodatabase for Sri Lanka
  • 1500 students and people will be trained in Sri Lanka.

Simultaneously, we formulated a budget and obtained approval from our university finance committee and university council, clearing the path for the project's progression. Additionally, a research assistant was appointed to ensure the seamless continuation of the project.

During the initial phase, in alignment with the project timetable, the booster grant faced delays due to the prevailing situation in the country and a university strike. Despite these challenges, we persevered, and subsequently, the project gained momentum.

  • Our training programs were meticulously planned as follows:10 OSM basic training programs at Eastern University, Sri Lanka
  • 05 OSM basic training program in other selected universities in Sri Lanka.
  • 03 OSM basic training program to selected government sectors (06) in Sri Lanka

Within our initial transaction, we successfully conducted eight OSM basic training programs. Six of these sessions took place at Eastern University, Sri Lanka, one at Sabaragamuwa University, and one within a selected government sector. Concurrently, we engaged in fieldwork for mapping Eravur Pattu DSD and initiated the setup of a help desk at Eastern University, Sri Lanka.

Subsequently, we submitted our application for the second transaction with the requisite documents, receiving approval on August 18, 2023, reigniting our project momentum.

Our focus then shifted to Sri Jayawardenapura University, Sri Lanka, where we successfully conducted the OSM basic training program for Geo Informatics students in the Department of Geography in September. Concurrently, we continued our fieldwork and the establishment of helpdesk services. As we progressed into October 2023, the Eravur pattu fieldwork and the establishment of the helpdesk at Eastern University were nearly finalized. Seven training programs were meticulously planned for October, three at Eastern University, two at another selected universities, and two for the chosen government sectors. Currently, we have nearly completed our training programs, with only two more sessions remaining. Simultaneously, we are in the final stages of completing the second transaction. Now we have an important chapter in our journey.

That is, we have to update everything that we did; we have to complete our Eravur pattu mapping tasks with the output of maps; we are already making progress in creating a web page; now we have to speed up that work; like Eravur pattu mapping, we have to do mapping in selected university area GNs. Throughout this period, we encountered several challenges, including:

  • Eastern University Strikes: The project's commencement was delayed due to strikes at Eastern University.
  • Sri Lanka's Economic Crisis: The overall project faced setbacks as a consequence of the economic crisis in Sri Lanka. The initiation of project processes was affected by the simultaneous start of all university work at the beginning of the year.
  • Approval Processes: The OSM committee adhered to comprehensive procedures, necessitating the approval of work plans and budgets by both the council and the finance department of Eastern University. This meticulous approval process, undertaken to ensure the project's success, consumed valuable time.
  • Research Assistant Delay: The delay in the aforementioned approval process impacted the selection of a research assistant, who was ultimately appointed in May 2023, leading to a delayed start for the project.
  • Resource Coordination: Aligning the availability of resource persons, lab space, and time from specific universities and government sectors proved challenging, resulting in unavoidable delays.
  • Stringent Purchasing Procedures: Strict purchasing procedures at Eastern University, such as obtaining quotations for all items and securing consent from multiple university departments, contributed to delays in project execution.
  • Transection Progress: By the end of June 2023, we concluded the first transaction. Subsequently, we applied for a second transection, receiving approval on August 18, 2023. Unfortunately, this delay also affected the overall progress of the project.These are the challenges that we experienced since February 2023 during implementing the Booster Grant project and facing delays.

Yet, we are nearing our conclusion. The challenges mentioned above indeed caused delays in our work, but we have regained momentum. The lesson to glean from this story is that our life's journey may be laden with numerous challenges. However, overcoming these hurdles, we attain success as envisioned in our initial plans.

Lessons from Booster Grant Project- Sri Lanka.

  • Initially, there was a lapse in clearly defining our project's goals and objectives, a critical oversight that resulted in project delays. Although we had a clear and confident understanding of our goals, the failure lay in effectively communicating these to our donors. This experience highlighted the importance of dedicating ample time upfront to articulate project goals, objectives, and deliverables in a transparent manner to all stakeholders. We learned one thing: communication is the key to a project’s success.
  • Recognizing and proactively planning for potential risks emerge as crucial aspects in project management a valuable lesson we learned during our journey. Notably, unforeseen events such as the strikes at Eastern University and the economic crisis in Sri Lanka caused significant delays at the project's outset. The timing, with everything, including university activities, commencing at the beginning of the year, further impacted project processes. Unfortunately, we overlooked the importance of incorporating risk management from the project's inception, leading to unexpected delays in our workflow.
  • The delay prompted us to initiate changes in the project scope. Subsequently, we came to the realization that alterations in scope can have repercussions on both timelines and budgets. This realization significantly influenced the course of our project journey.
  • Success hinges on effective team collaboration. This experience underscored the importance of cultivating a collaborative team environment. It taught us to promote open discussions, facilitate knowledge sharing, and promptly address conflicts, all of which are integral to the success of any project
  • Unexpected challenges frequently arise in our projects, leading us to a key realization: fostering adaptability within the team is essential. It's crucial to be prepared to adjust plans when necessary and to extract valuable lessons from unforeseen issues. This adaptive mindset proves invaluable in navigating the complexities of project management.
  • Consistent participation of stakeholders is paramount. Given the multitude of participants in our project, we gleaned the importance of keeping stakeholders consistently informed and engaged throughout the project lifecycle. Regularly seeking feedback ensures ongoing alignment with expectations and fosters a collaborative approach to project management.
  • Documentation serves as crucial evidence of our actions and aids in ensuring project continuity. Recognizing this, we've learned the necessity of documenting every facet of the project, encompassing requirements, decisions, and changes. This comprehensive documentation not only facilitates knowledge transfer within the team but also provides a valuable resource for future reference and learning.
  • Our primary challenge revolves around time management, a critical factor in every project. This led us to the realization that establishing realistic timelines is paramount. We've learned to consistently monitor progress, adjusting schedules when necessary, and communicating changes promptly. This proactive approach to time management has proven instrumental in enhancing the overall efficiency of our project endeavors.
  • Avoiding confusion is paramount, and clarity in roles is the key. Thus, we've learned the importance of explicitly defining roles and responsibilities for each team member. It is crucial to ensure that everyone comprehensively understands their specific contributions to the project, fostering a streamlined and efficient collaboration.
  • In this modern era, the significance of technology and tools cannot be overstated. They are essential for seamless progress. We've learned that inadequate or unfamiliar tools can impede our journey. Consequently, selecting the right technology and tools for the project is crucial. To enhance proficiency, we recognize the importance of providing training if necessary, ensuring that everyone is comfortable and proficient in utilizing them.
  • Efficient budgeting is a cornerstone of successful project management. It necessitates vigilant monitoring of expenses, maintaining a keen eye on the budget, and being ready to reallocate resources when required.
  • Continuous improvement thrives on feedback. Therefore, fostering a culture of feedback within the team is crucial. Utilizing feedback to iterate on processes and refine deliverables throughout the project is a key strategy that propels us towards success.
  • Amidst our project, unforeseen crises unfolded in our country, impacting changes in the dollar rate and subsequently affecting our planned budget. This experience underscored the importance of developing a crisis management plan. We've learned the necessity of being prepared to address unexpected challenges promptly and efficiently to navigate such uncertainties successfully.
  • Ensuring the transfer of knowledge is crucial for maintaining project continuity, particularly in documenting processes, decisions, and insights. We've learned the importance of actively facilitating knowledge transfer within the team to safeguard critical information from being lost.
  • Boosting morale through the celebration of achievements is essential. Although we initially overlooked this aspect, we now recognize the importance of acknowledging and celebrating team accomplishments at key project milestones. Recognizing that hard work contributes to team motivation fosters increased participation and sets the stage for continued success.
  • Overlooking legal and compliance aspects can result in issues. Therefore, it is imperative to ensure that the project aligns with relevant laws and compliance requirements. Consulting with legal experts when necessary is essential, as their guidance can help us proactively address potential problems.
  • Project completion extends beyond delivery; ongoing support is essential. Hence, it is crucial to plan for post-implementation support at the project's outset. Ensuring the presence of a mechanism to address any issues that may arise after project completion is key to the projects overall success and sustainability.
  • An invaluable lesson learned was the significant impact of dependencies on project timelines. Thus, we recognize the importance of identifying and proactively managing dependencies between tasks and teams, addressing them early to mitigate potential delays.
  • Overlooking data security and privacy can lead to severe consequences. Therefore, it is imperative to integrate robust security measures and privacy considerations into the project from its inception. Staying well-informed about data protection regulations ensures a proactive approach to safeguarding sensitive information.
  • Recognizing that unrealistic expectations can result in disappointment, we have learned the importance of establishing realistic timelines and deliverables. It is crucial to communicate potential challenges and constraints to stakeholders upfront, fostering transparency and managing expectations effectively.
  • Ensuring the project's health requires regular monitoring. By implementing mechanisms for continuous monitoring and evaluation, regularly assessing progress against goals, and making adjustments as needed, we can significantly contribute to the project's success.
  • Mistrust often stems from a lack of transparency. To foster trust among team members and stakeholders, it is crucial to maintain transparency about project progress, challenges, and decision-making processes. Open communication builds a foundation of trust and collaboration.
  • Striking the right balance between flexibility and structure in project processes is crucial. Too much or too little of either can pose problems. This approach enables adaptability while providing a solid framework for success.
  • The community stands as our primary target group in this project. Recognizing that every project influences communities and the environment, we prioritize considering the social and environmental impact. Our aim is to contribute positively to the community while minimizing negative effects.
  • Emphasizing continuous improvement, we understand the importance of learning from both successes and failures. Actively gathering and documenting lessons learned throughout the project allows us to apply valuable insights to enhance processes in future projects.

Procedure

Inauguration Ceremony of Booster Grant

The inauguration ceremony of the booster grant was held on 6th of February 2023 which was organized by the Department of Geography, Eastern University, Sri Lanka in collaboration with OSM Sri Lanka community and Open Mapping Hub Asia-Pacific. Students of the YouthMappers Chapter, at the Eastern University had given the fullest support to organize the inauguration ceremony successfully. [4]
