Rationale

We already have Key:start_date and deprecated Key:end_date for mapping historical data, but we can't add a place tag for a place that doesn't exist anymore without it appearing on the map. This problem was mentioned in User:Frankie_Roberto's presentation in SOTM 2009 here. While it would be cleaner to add start and end dates on old places, this would mean having to change every piece of software so that they don't draw these items. For such an important tag it makes sense to introduce something new for this purpose, and by keeping it compatible with the current tag we leave our options open.

Usefulness

I think it would be very useful to have a map that would let the user follow the rise and fall of civilizations by viewing the world as it existed in the past.
