Switzerland/GWR
The Eidgenössiches Gebäude- und Wohnungsregister (GWR) is a Switzerland-wide dataset containing detailed information on inhabited buildings and apartments. Originally created in the year 2002 is based on data supplied by the municipalities and cantons, the address data was not available to the public due to data privacy concerns (the full data set does contain information where such concerns are legitimate).
In July 2017 a revised ordinance governing the use of the GWR entered in to force that greatly reduces the restrictions on the use of the address data and required swisstopo to create an official street and address register for the country, however, this is not envisioned to be available before 2019/20.
Getting GWR data
Per municipality data in shapefile, geojson and osm format is available here http://qa.poole.ch/addresses/ch/
Notes
- use of this data for anything else than small corrections will need a discussion both at a national level (talk-ch) and at an international level (imports mailing list).
- the files use the BfS municipality number (not the post code) as name.
- the data currently doesn't contain indication of the type of building or any other information on the building the address is associated with, we have other datasets available for example for the Canton Bern and Zürich that contain such information and are to be preferred.
OSM and the GWR
Since 2012 GWR derived street name information has been in use for completeness checks see https://wiki.openstreetmap.org/wiki/OSM_-_GWR_Street_and_Place_Names_Comparison After the changes in legislation mid-2017, SOSM suggested to the BfS that address directly extracted from the GWR could be made available as an interim measure until the "improved" address data from swisstopo becomes available. Even though the BfS answered negatively to this suggestion in early December 2017, swisstopo announced that the data would be available as an intermediate solution in late December 2017.
Initially, licence terms were totally unclear, after three iterations by the BfS it now seems to be in sync with the icons/"licence terms" on opendata.swiss which while pretty, have no real clear legal meaning.

Nonetheless, given the overall legal situation in Switzerland, we can assume that the data is now safe to use and we have asked for and received "permission" to give attribution on the contributor's wiki page:

Ich habe gesehen, dass in der Zwischenzeit der "Lizenz" Text nochmals angepasst wurde und jetzt einen Quellenhinweis verlangt.
"Eine Quellenangabe ist Pflicht (Autor, Titel und Link zum Datensatz)."
OpenStreetMap kann, nur schon aus praktischen Gründen, in abgeleiteten Werke, z.B. Karten, keine einzelne Quellenhinweise anbieten. Unsere Distributionslizenz verlangt dies deshalb auch nicht von unseren Nutzern. Wir können dem BfS aber einen zentralen Quellenhinweis anbieten, auf https://wiki.openstreetmap.org/wiki/Contributors#Switzerland , wie wir das für viele andere Drittquellen auch machen.
Falls dies so für das BfS in Ordnung wäre, bitte ich Sie uns noch einen entsprechenden Text und Link für den Quellenhinweis zukommen zu lassen.
