This system is referred to as the "arrestor gear" or "arresting gear". Typical systems consist of several steel wire ropes laid across the aircraft landing area, designed to be caught by an aircraft's tailhook. While most common on aircraft carriers, these systems are sometimes found at land-based military airfields for training, expeditionary or emergency use.
