Code Of Conduct Discussion

We need to find a Code Of Conduct which we will use to determine spammers (only spammers and not people of bad faith like hatespeech and harassment) and to ban them federation wide. This discussion is public and also non-admins can participate if they want. Things we cannot agree on therefore cannot be used as the ban etiquete in the federation but might be used in the individual groups and can be enforced with the '/ban' command without having the user being banned federation wide.

  • So, any type of promotion/advertising that is off-topic are considered spam, and those who do so are called spammers. Some communities may have policies in place where such people are warned first, or some that may have a one-strike policy. At any rate, spam is any attempt to promote anything that is not welcome in a channel that is part of the federation.

In my experience, the overwhelming majority of Telegram spam is about getting rich fast, offers of online sex, narcotics, and nowadays also covid19-related products. I expect that we can all easily agree that those should be banned, so we can avoid a vague and broad definition that may lead to disagreements. My proposal is therefore:

  • The only accounts that should be banned using the federation system, are accounts that:
    • send messages (or advertise in their profile) about paid services or products aimed at sex, getting rich, illegal drugs, or COVID-19; and
    • sent zero OpenStreetMap-related messages.
  • If a message was sent via PM (directly to one person), this person must use the 'forward' feature (forwarding the message to an admin) to prove who sent it, so that the admin can use the /id command to get the sender's Telegram ID.

  • Think of that Monty Python sketch, origin of this particular use of the word SPAM. The lady did not like nor want SPAM, and all she heard and was offered was SPAM, SPAM, SPAM.
  • According to the above definition: 'spam' is repeated, off-topic content, and a spammer would be someone only offering 'spam'.
  • Anyone not ever writing about OSM is off-topic. Posting off-topic about several subjects is also a form of spamming.
  • Individuals declaring a specific interest in their profile, and their interest being not OSM, will be immediately banned if their first contribution is not OSM-related.

  • Individuals declaring a specific interest in their profile and it is obvious that the individual has nothing to do with OSM nor has the interest to participate in the project nor to offer us some help with our mission.

Second round (running)

Our second round in establishing a Code Of Conduct is more dynamic and in this we do not want to have another vote that results into nowhere. Here we hope that the majority of federation admins will adapt our recommendations and then we can establish it as CoC later:

  • Only spam accounts, meaning users posting into OSM groups about online sex, crypto, fast money or similar (and have never contributed on-topic to the group) should receive a fban. This is also the case if they write PMs to other group members.
  • No fbans because of other misbehaviour, use local bans if necessary
  • If above content is posted by an otherwise regular user, first write to them about their behaviour. Do not "shoot at will".
  • Fbans always need a reason. Fbans without reason will be deleted from the list regularly
  • We need a group that allows banned people to inquire about their ban (@valorNaram will open it)
  • If one of the federation admins encounters an account showing above behavior in a group that is not part of the federation, a preventive fban can be applied (should be made clear in the reason) if writing them also a private message has proven that they show above behaviour.
