Headings changed

I've just made the "Q" headings proper ones and not simply bold text. As well as being semantically right (not that Mediawiki is very good in that respect), it generates the page contents (as per most FAQs I've seen), and also creates hyperlinkable individual Qs (my original motivation). Area

• Thus there are 2 problems: firstly the limits of an area are often streets, road or rivers, so that the limits hide or are hidden by them. They should be semi-transparent coloured, as in Wikimapia.
