Also for roads

The tag is not only relevant for car parks. In the Netherlands there are public roads that may only be used by drivers holding an explicit permit (typically signed with a no-access sign for motor vehicles with an additional sign "m.u.v. vergunninghouders" (except permit holders). motor_vehicle=private is not appropriate as the road is not owned by a private landowner but by the municipality. They are typical small roads on dikes mainly used by recreational bicycle and pedestrian traffic.
