Widen "depot" scope beyond vehicles

The current definition of industrial=depot is a "Place where vehicles are stored and served." This seems unnecessarily narrow. I propose widening the definition as described below.

Rationale

  • The depot subkey already includes depot=container and, in the German version only, depot=road_maintenance, so the concept is not currently restricted to vehicles.
  • The German version of the wiki already describes the tag as applicable to infrastructure maintenance yards, which may include vehicles, machinery, materials, workshops and offices.
  • According to taginfo, depot=container, maintenance_yard and road_maintenance are in use, among others.
  • In this forum discussion about the tagging of maintenance yards, a native English speaker agreed that a depot is generally not understood to be limited to vehicles.

Proposed wording

"A site used as a base for storing and often maintaining vehicles, equipment and materials, e.g. bus or tram depots, municipal works yards or road-maintenance depots."

Note that this definition describes a base of operations and is therefore still distinct from a pure storage facility.
