Not sure we want to draw a lot of attention to the specific way this is configured, so maybe we shouldn't mention the precise limits on the page here, but then again it is public (if rather techy) knowledge.

(Besides being public knowledge anyway, revealing this is not a huge problem because although some evil folks might pro-actively use this knowledge to fly just over the autoconfirm threashold, the vast vast majority of sp@mmers are not that sophisticated and will simply take their carpet bombing approach to other wikis instead)
