PLEASE DON'T FIX THE NAMES WITHOUT CARE!!!

• in the all=1 case: they are used temporarily to help create missing names preferably in English (the 3 regions), or French or Dutch (provinces according to their dominant linguistic community)..
• in the all=2 case: they are used temporarily to detect all existing alternate names.
• in the case where all is not defined, the names are matching the existing prefered categories for regions and provinces

The tricky cases needed for conversion are already handled by tests.
