A topographic map, as related in Wikipedia, is “a type of map characterized by large-scale detail and quantitative representation of relief, usually now using contour lines, but historically using a variety of methods”. One available imagery layer in JOSM is the "USGS Topographic Maps" layer. Interpretation of symbology used in this layer can be helped through consulting the "Topographic Map Symbols" publication from the USGS. When using this imagery layer as a source of information, attribute it either at the object or changeset level.
