The edits are mainly performed by the OSM account HeliusAE although anybody is free to use the scripts provided as long as they follow the AGPL 3.0 license. The changesets are tagged with bot=yes as the operations are mainly performed on an automated basis and the script doesn't provide the same context as other editors normally do, but still generally requires changes to be reviewed manually before being uploaded to OSM.
