The top sign says highway=pedestrian. That's the easy part.

Next: Access for residents to their homes and public transport is allowed.

Next: Supply is allowed from 5 to 12 and from 19 to 22 (at saturdays only from 5 to 9 and 19 to 22). Tax are allowed from 19 to 12, at saturdays from 5 to 9 and after 19.

Next: Cycles are allowed at sundays and at holydays and after 30 minutes after the shops have to close (in Germany there is a deadline, where all shops have to close).

Any ideas on how to tag this?

I'd assume it's a footway - and bicycles=yes, since they are permitted, sometimes. It's the common concept of a "Radfahrer frei" add-on (where cyclists are tolerated as guests between pedestrians and have to show both low speed and special care). You might add further tags concerning the time whe cycling is permitted. What's the common approach how to tag e.g. prohibitions for motor cycles (such as prohibited 22-6 Uhr), trucks (permitted 10-14 Uhr) etc.? --Traut 10:41, 28 December 2007 (UTC)
