Dear Past Ekidd,
Oh hi! This is Alex from the future. I just fixed all the county, and municipal boundaries in Maine and changed all the towns/cities to be proper boundary relations with the GNIS nodes as their role:label. I fixed the place tags on the gnis nodes to properly categorize town/city/township/neighborhood/suburb etc. I think this fixes all the issues you outlined here.
