I once made some similar changes to the Salt Lake & Utah Valley areas using change_tags with a set of rules I wrote called "preen". You're welcome to copy any of those rules, I applied them to large areas but there are definitely places that didn't get processed. A couple of features that might be interesting are the highway ref guessing & place_of_worship automatic categorization.
