Compulsory cycleway=track exceptions in Germany

Hi PeeWee32,

Thanks for the nice tables about compulsory cycleways.

I have some remarks for Germany, though. You do not have to use the cycleway=track

• if it does not lead in your direction, e.g. if you want to take a turn to the left and there is not safe place to get fromthe track onto the road again, you are allowed to use the road. This is important for routing.
• if it is dangerous. Currently it says "suitable" but I think both is important and a suitable track can still have some dangerous spots.
