Low_water_crossings and culverts and bridges -- oh my!

 Ok, so I like ford:yes with the common node plan.
 +: Easy, simple, quick, doesn't break the ways.
 +: Fixes JOSM validator way/water crossings.
 ?: Rendering?-- we don't map for that.
 ?'s: add flood_prone=yes?
   ?: used with ford:yes as node?
   ?: implied for ford?
   ?: recommended for bridge=lwc

   ?: tunnel takes something through something (ie... waterway through the road) -- bridge takes something over something (ie... roadway over the water/gorge/highway/etc...) Same difference? Doesn't seem like it.
   ?: low_water_crossing is a path for both roadway and waterway -- equals a ford? I like it.
