Original Proposal

Proposed new value: amenity=waste_disposal

This tag amenity=waste_disposal is for places where sailors, motor boat drivers, canal boaters, caravanners etc. can dispose of rubbish (trash/waste). Stuff you put in black sacks.

This tag amenity=waste_disposal used with the value waste=trash is also used to mark collecting point of trash (theses black sacks...) in village / urban area. One of the most well-known exemple are the so-called "Molok". See also amenity=waste_basket for this.

This also obsoletes the current waterway=waste_disposal tag which has several problems. It is defined as "A place to release used water e.g. for caravans." However, caravan sites won't be using a tag in the waterways space. So this should clearly be an amenity. Further, waste_disposal seems like a too-generic name for a tag which is for disposing only of water. Something more watery should be used for water disposal. (I'm sure some caravanning person can propose it separately.)
