Rationale

We will use this to dynamically update data on gas stations following the Italian official database

We check the ref=* and if it's present we check the database of the already touched nodes.
We control the Italian DB and we check the tags, we Title case some of them to make them more legible, especially for names since sometimes they are added in the list in upper case.
If there is a discrepancy in the following tags we will overwrite them to make sure they are adjourned: fuel:*=*, self_service=*, full_service=*.
If these tags are missing we will add name=*, brand=* and relative tags.
We upload and mark the element as seen.

This won't impact on coordinates and location, the only thing modified by the script is the tags.

Avoiding to add a ref=* will prevent any modification, else contact the owner with the ref=* to blacklist.
